Rep. Ryan Williams Secures $1.25M to Upgrade Parks and Sports Facilities in Putnam County, TN

A major investment is headed to Putnam County thanks to the efforts of State Rep. Ryan Williams, who has secured $1.25 million in state funding to upgrade local parks and recreation facilities.

The funding, part of Tennessee’s newly passed $59.8 billion balanced budget, will allow the Putnam County Parks and Recreation Department to construct brand-new tennis courts at the Cookeville Community Center and install upgraded lighting at the county’s soccer and lacrosse fields.

“Excellent parks and recreation centers have an immense impact on a community’s overall well-being and quality of life,” said Williams, who represents District 42 in the Tennessee House of Representatives. “This investment will enhance access to the many great opportunities the Putnam County Parks and Recreation Department offers. I’m grateful to my colleagues for recognizing the importance of these projects, and I’m eager to see the completed tennis courts and sports complex lighting systems.”

The project includes the complete demolition and replacement of the current tennis courts at the community center—ensuring local athletes and residents will soon benefit from modern, safe, and functional amenities. Enhanced lighting at the soccer and lacrosse fields at the Putnam County Sports Complex is also expected to improve evening access and safety for both recreational and competitive sports.

Williams, who chairs the Finance, Ways and Means Subcommittee, played a central role in shaping the overall state budget, which prioritized investments in local communities, disaster recovery, rural healthcare access, public safety, and K-12 education.

In addition to serving as chairman of the Finance, Ways and Means Subcommittee, Williams holds roles on several other key committees, including the Finance, Ways and Means Committee; Health Committee; Appropriations and Oversight Subcommittee; Health Subcommittee; and the Select Committee on Rules.

The new funding underscores ongoing efforts to maintain and improve public amenities across Tennessee and reflects a broader focus on enhancing quality of life through infrastructure and community development.

Construction timelines for the projects will be announced by the Parks and Recreation Department in the coming months.
