Georgia’s Most Effective Lawmaker: Rob Leverett Tops List for Legislative Success in 2025

State Representative Rob Leverett has been recognized as the most effective lawmaker of the 157th Georgia General Assembly by the Center for Effective Lawmaking (CEL), a collaborative initiative dedicated to assessing the performance and effectiveness of individual lawmakers and legislative bodies across the United States.

“I am so honored by this recognition and I share it with many others,” Chairman Leverett stated. “Passing legislation is a team effort and I feel fortunate to have steady guidance from Speaker Jon Burns, Majority Whip James Burchett, Majority Leader Chuck Efstration, Chief of Staff Chris Riley, and colleagues in both chambers. Their collaboration and support continue to generate effective solutions for Georgians.”

Leverett, who serves as Chairman of the House Reapportionment and Redistricting Committee, achieved a State Legislative Effectiveness Score (SLES) of 5.57, marking the highest score among the top 10 lawmakers in Georgia. The SLES is a comprehensive measure based on 15 key factors, including the number of bills a lawmaker sponsors, their progression through the legislative process, and the kinds of policies they support. The CEL ranking highlights the legislators who not only sponsor significant bills but who also achieve successful passage of those measures, benefiting their constituencies and the state at large.

During the 157th General Assembly, Chairman Leverett introduced 29 bills. Of those, 27 advanced through committees, 25 passed the House, and 19 were signed into law. His leadership on key issues, from redistricting to agricultural policy, has had a tangible impact on the legislative landscape in Georgia.

This recognition builds on Leverett’s continued success, as he was also named to CEL’s “Exceeds Expectations” group for the 156th Georgia General Assembly. His ability to navigate the legislative process and champion critical bills underscores his influence and commitment to improving Georgia’s governance.

In addition to his role as Chairman of the Reapportionment and Redistricting Committee, Representative Leverett holds multiple influential positions within the General Assembly. He serves as Vice-Chairman of the Rules Committee, Secretary of the Judiciary Committee, Chief Deputy Whip of the Majority Caucus, and is an active member of several other committees, including Agriculture & Consumer Affairs, Governmental Affairs, and Judiciary Non-Civil.

Representative Leverett’s district, District 123, encompasses Elbert, Lincoln, and Wilkes counties, along with parts of Columbia and Madison counties. Since his election to the Georgia House of Representatives in 2020, he has consistently worked to enhance the quality of life for his constituents, advocating for thoughtful and impactful legislation.

This recognition from the Center for Effective Lawmaking solidifies Chairman Leverett’s reputation as a dedicated public servant and effective leader within Georgia’s legislative framework.
