North Carolina Named Top State for Business—But Federal Cuts Could Derail Progress

North Carolina has reclaimed its title as CNBC’s “Top State for Business” in 2025, thanks to a thriving economy, workforce growth, and a reputation for being business-friendly. Gov. Josh Stein praised the achievement, crediting bipartisan efforts and the state’s strong infrastructure, but warned that looming federal cuts—especially to Medicaid and disaster recovery funds—could threaten that progress. Speaking from the USS North Carolina, Stein highlighted nearly $17 billion in new capital investment this year alone, including JetZero’s record-breaking $4.7 billion project in Greensboro. Still, he cautioned that without federal help, recovery from disasters like Hurricane Helene and sustaining healthcare coverage could falter. While lawmakers celebrated the business win, Stein remains focused on federal support. As Senate President Pro Tempore Phil Berger posted on X:

“North Carolina is back on top as the best state in the country for business. Our state has an unmatched business climate and companies of all sizes are taking notice. From Amazon, to JetZero, and Joyalways thousands of jobs are being created across our great state. I remain committed to continuing our efforts to sustain our winning formula of low taxes, responsible regulations, and world-class educational and workforce development opportunities.”

Despite the celebration, Stein says the real test is ahead, with billions in emergency aid and healthcare funding hanging in the balance.
