Arizona’s First Female Guard Leader Retires—As Arizona Reflects On a Legacy of Service and Leadership

In a heartfelt bipartisan tribute, the Arizona House of Representatives honored Major General Kerry L. Muehlenbeck, the retiring Commanding General of the Arizona National Guard, for her outstanding 30-plus years of service. On Wednesday, Republican State Representative Walt Blackman, a U.S. Army combat veteran and Chairman of the House Government Committee, led the floor tribute to Muehlenbeck, a pioneer in both military and public service.

“Major General Muehlenbeck embodies everything we strive for in public service—courage, integrity, and a relentless commitment to those she leads,” Representative Blackman remarked during the tribute. “We thank her for her service and the legacy she’s leaving behind—a Guard that’s more prepared and more capable than ever.”

The recognition marked the retirement of Major General Muehlenbeck, who made history as the first woman to command the Arizona National Guard. Her distinguished tenure included leadership during major state operations such as border security enforcement, wildfire suppression efforts, and the state’s pandemic response. Muehlenbeck’s leadership has not only shaped the state’s military preparedness but also paved the way for a future where the Guard stands as a more capable and resilient force.

The tribute included a written statement signed by members from both sides of the aisle, reflecting the broad appreciation for her service. It also underscored her work outside of her military role, noting her significant contributions in legal service and education.

As part of the ceremony, members of the House presented Muehlenbeck with a large shipment of snacks and care items collected for Arizona National Guard members currently serving overseas. The drive was spearheaded by Representative Teresa Martinez, who rallied House members and staff to donate. The care packages symbolize a small gesture of appreciation and support for those deployed away from home.

“We’re grateful to Representative Martinez for organizing this drive to support our men and women in uniform,” said Representative Blackman. “The Guard follows leaders like General Muehlenbeck into some of the toughest assignments. This is one small way for us to send a piece of home to those currently serving abroad.”

The recognition was a shared moment among the House members, who signed the tribute including Representatives Walt Blackman, Teresa Martinez, Nick Kupper, Dave Marshall, John Gillette, Stacey Travers, Aaron Márquez, and Mae Peshlakai.

As Arizona moves forward, Major General Muehlenbeck’s legacy continues to influence the direction of the Arizona National Guard, ensuring that the state’s military forces remain ready to face the challenges of the future.
