Four members of the National Conference of State Legislatures—dubbed “NCSL Carrier Group One”—recently spent 24 hours aboard the USS Theodore Roosevelt, one of the Navy’s massive Nimitz-class nuclear-powered aircraft carriers. Longer than three football fields and home to nearly 5,000 sailors, the Roosevelt offered lawmakers a firsthand look at the precision, power, and daily operations of a vessel often described as a floating city.
A Launch That Shakes the Deck
Montana Sen. Barry Usher says watching an F-35 fighter jet catapult off the deck was an unforgettable moment he felt “in his bones.” For Wisconsin Rep. Tyler August, witnessing the training and coordination behind each launch demonstrated the extraordinary skill and sacrifice of America’s sailors and aviators.
Aboard the “Floating City”
Arriving via V-22 Osprey from San Diego’s Naval Air Station North Island, lawmakers toured the ship’s post office, hospital, restaurants, and even a small onboard museum dedicated to President Theodore Roosevelt. Crews also shared updates on Roosevelt’s presidential library, currently under construction in North Dakota.
Maryland Senate President Pro Tem Malcolm Augustine said he was grateful to meet Marylanders serving aboard and honored by the warm welcome in primary flight control—complete with a Maryland flag.
Military Readiness on Display
The group observed a mass casualty drill on the flight deck involving the ship’s fire department and EMTs. For Montana Senate President Matt Regier, the visit deepened his appreciation for the men and women who make America’s military one of the most capable forces in the world.
August echoed the sentiment, saying the experience strengthened his respect for those who keep the nation safe and for the Navy’s unwavering commitment to national security.
