New Legislation Aims to Deliver Lower Energy Bills Through Community Solar

Senator Pat Testin of Stevens Point and Representative Scott Krug of Rome are set to unveil legislation aimed at restoring local control over energy projects and giving Wisconsin families more affordable options for power. The proposal centers on community solar, a model that allows farmers and developers to generate electricity locally and make it available to subscribers across the state.

Supporters say the legislation will help lower energy bills, strengthen grid reliability, and provide new opportunities for landowners. Farmers would be able to lease unused portions of their land for small solar projects, creating additional income streams while expanding access to renewable energy.

A key feature of the bill is local authority: towns and municipalities would oversee the siting and approval of community solar projects, ensuring decisions remain in the hands of local residents. Lawmakers argue that this approach will not only cut costs but also foster competition and give consumers more choices in the marketplace.

Wisconsin is currently a net importer of energy, and its residents pay some of the highest utility rates in the Midwest. Advocates believe this legislation will help shift that dynamic by diversifying energy sources and opening the door to more locally produced power.

Senator Testin and Representative Krug will formally introduce the proposal during a press conference at the Marathon County Court House in Wausau on Monday, September 15, 2025. They will be joined by JD Smith of Arch Electric and additional stakeholders expected to be announced in the coming days.

The lawmakers say their goal is simple: deliver lower energy bills and greater energy independence for Wisconsin families by putting local communities back in charge of their own energy future.
